Nearly half of inmates released under then-NC Gov. Roy Cooper during COVID have reoffended — including 18 charged with murder

More than 600 have been charged with serious felonies such as homicides, sex offenses, or violent crimes, according to a Post review of their inmate records and court documents from the settlement.
